Bruce Berger
Director and Senior Analyst, Rubicon Planning

Mr. Berger has spent 42 years serving the US Army, both wearing the uniform (retiring at the rank of Lieutenant Colonel) and as a civilian. Sprinkled among his many deployments, Bruce has served as the Master Planner/Director of Plans and Programs for the Georgia Army National Guard, and the Chief Master Planning Contractor for the National Guard Bureau Installations Division. Mr. Berger has served on the Base Realignment and Closure (BRAC) Subcommittee, Project Lead and Prime Contractor for the Army National Guard Maneuver Center of Excellence, consultant to the Defense US Army Readiness Team, Judge and Auditor for the Army Communities of Excellence and US Army Continuous Improvement Program, Environmental Program Manager, 2 tours as an Inspector General and trainer for the 1st Army Inspector General team to audit Real Property and Master Planning. 

Mr. Berger has served as a national instructor for Real Property Master Plans for the active and reserve components and a consultant in the Pacific, European, Middle East, regions as well as work in 49 of 50 states and 3 US Territories. Mr. Berger was responsible for development and construction of multiple joint military and military-civilian use facilities, Chair of the Joint Reserve Component Facilities Board multiple years. He is a graduate of Command and General Staff College, US Air Force Judge Advocate General Environmental Law Course, Combined Arms Service Staff School, Graduate Studies at Duke University and Undergraduate at Southern Polytechnic State University and the University of Iowa (BA). 

Mr. Berger has served as Chief of Staff for Joint Multi-State Task Force for Hurricane Katrina Relief efforts, Deputy Team Lead for the Military Liaison Assistance Mission in the Republic of Georgia Ministry of Defense, Acting Task Force Commander for Engineering Operations in the Sultanate of Oman, and a combat veteran and disabled veteran. Mr. Berger is a Senior Mentor for the Georgia Chapter of the American Planning Association and former president of the Environmental Information Association of Georgia. 

Mr. Berger has served as a keynote speaker for the National Defense Industrial Association and received the National Customer Service Award from the US Army Communities of Excellence (ACOE) program for Environmental Stewardship.
