Patrice S. Ruffin Dowdell, Esq., AICP, is an urban planning practitioner and attorney with over 18 years of experience gained through a variety of program and leadership positions and community development consulting work with local governments in the southeast. With a focus on the start-up of newly incorporated municipalities, zoning administration, and long-range planning her projects have included land development regulations, special area studies, and consolidated plans. She was appointed as Assistant City Manager of the City of Brookhaven, Georgia in August 2021 after having served as Director of Community Development. Ms. Ruffin Dowdell has earned a juris doctor degree from Georgia State University and bachelor’s and master’s degrees in urban and regional planning from Alabama A&M University. Ms. Ruffin Dowdell is active in several professional organizations, including the American Planning Association.
