Elizabeth “Libby” Tyler, Ph.D., FAICP, is the Community Development Director for the City of San Pablo where she oversees programs in planning, zoning, building services, and residential health and safety. Ms. Tyler has over 40 years of experience as a planner, specializing in community development, affordable housing, economic development, land use planning, and environmental assessment. She is a Charter member of the American Planning Association and was the first female planner in the State of Illinois to be recognized as a Fellow of the American Institute of Certified Planners. She currently serves as the Director-Elect for the Northern Section of the California Chapter and is the Chair of APA’s Equity, Diversity, and Inclusion Committee.
