Assistant Director of Community Development for the City of Whittier

Currently the Assistant Director of Community Development for the City of Whittier. Luis has more than 18 years of full-time experience and three (3) additional years of part-time experience in planning, community development, and project management. He has managed a variety of planning and development projects, from due diligence through entitlement to project occupancy. Luis has applied his entitlements expertise in working with developers and agencies to bring complex, multi-layered projects through the approval process. He has reviewed and processed zoning code amendments, zone changes, and project plans including site plans, architectural elevations, and landscape plans. He attends and presents reports at public hearings and meetings with advisory boards and the Planning Commission. He also provides professional planning assistance to the community, commissions, and the city council on various land use projects. Luis is a reliable, bilingual, quick learner who performs well independently or in a team environment. 

Luis holds a Master’s degree in Public Administration from the University of La Verne and a Bachelor’s in Environmental Analysis and Design with a minor in Spanish from the University of California Irvine.
